Institutions are created by people, for people. Their legitimacy rests on how well they continue to serve the people whose lives they shape.
Institutional concerns are shaped by history, organizational practice, group relationships, and the interpretive worlds through which people understand their circumstances. Attending to those conditions establishes the ground of inquiry; clarifying what an institution is trying to preserve, alter, or become gives the work direction.
